Presentation of the Center

The Regional Maritime Security Architecture is composed of :

the two Regional Centres which are RCOC ( Regional Coordination Operations Center based in Seychelles, institutionalising the Regional agreement on coordination of operation ) and RMIFC ( Regional Maritime Information Fusion Center based in Madagascar, created by the Regional agreement for the maritime information exchange and sharing in Western Indian Ocean). The two agreements were signed in April 2018 in Balaclava (Mauritius). National centres based in the seven signatory states of the two regional agreements mentioned above as part of the MASE programme (Maritime Security programme funded by the European Union from 2013 to 2023).

Since 2024, the Safe Seas for Africa programme has taken over from the MASE programme to continue supporting RMSA Member States with the aim of strengthening maritime safety and security in Africa. The Indian Ocean Commission is specifically responsible for specific objective No. 3 of this programme, which concerns, in particular, capacity building for the two regional centres..
